Guyana - From economic recovery to sustained growth

This report's overall objective is to identify the critical areas on which the government must focus in order to continue and extend the nascent economic recovery now taking place, and the level of external assistance necessary to support this recovery. It deals with the broader issues of macroeconomic management and resource allocation and discusses recent economic events, policies and economic management. The report looks at the public sector, including both revenue and expenditure issues, and examines the allocation questions of the public sector investment program. The long-term prospects and the need for further external assistance and debt relief is examined. The report looks at issues in certain sectors, and the role of public policy in sustaining the recovery effort. This includes private sector and industrial development, and the role of the state in setting incentives for private investment. It also examines issues in the financial sector, including bank regulation and supervision and monetary policy. Finally, the report discusses the agriculture sector and looks at poverty and the social sectors, specifically health and education.
