Uganda - Second Environmental Management and Capacity Building Project

The main development objective of the Second Magdalena Medio Regional Development Project, is to test new forms of managing, and operating the Program for Development and Peace in the region, to unravel a more influential citizenry, able to rely on responsive local institutions, and able to enjoy tangible socioeconomic benefits. Project components will: 1) support the Corporation for Development and Peace Magdalena Medio's program leadership role, by covering its core costs, and incremental costs of offices, consultant services, and related training, equipment, and operating costs. The program will increase the role of community organizations, will take into account the regional diversity, particularly the armed conflict, and, will gradually decrease dependence on the Corporation, who will transfer capacity, and decision-making to regional organizations; 2) strengthen local, and regional institutions, to improve accountability, with particular attention to municipalities, by developing information databases, and developing groups capacity to influence policies, plans, and programs within the municipal administration, with particular attention to the health sector; 3) identify productive subprojects, concerning improvements in small peasant farming practices, development of agro-industrial projects, and small businesses, aiming at employment, an income generation, supported by technical assistance, and training; and, 4) finance social subprojects in vulnerable communities, addressing food security, primary health care, and basic education.
