Preliminary environmental and social safeguards framework (EMF and S/RPF)

The objectives of the preliminary environmental and social safeguards framework to the Emergency 2007 Cyclone Recovery and Restoration Project for Bangladesh is to provide a set of policies, acts, rules, procedures, programs, and institutions that collectively work towards protecting and enhancing the attributes of the environment and persons that may be impacted by the activities undertaken in the project. Some of the negative impacts of the project are: displacement of people loss of agricultural land/forest/wetland; loss of biodiversity; water and land pollution due to disposal of sewage and solid waste water pollution from leakage of oil and chemicals; crowd, dust, and noise; loss of productive land; changes in physical and biological environment; loss of flood plain habitat (nursery ground) of aquatic species; impact on fish migration and navigation; loss of natural connection between the river and wetlands inside the project; water logging in polder areas; and flow diversion structures can cause bank erosion and sedimentation further downstream. Mitigation measures of the project are: (i) restore connectivity through regulators, excavation of connecting channels; (ii) proper operation of regulators for retaining desired water level inside, establish sanctuaries; (iii) drainage channel with flushing activities; (iv) appropriate protection works considering local hydro-geological condition; (v) use of organic manure (compost), bio-fertilizers (mulching, vermin-compost etc) and bio-pesticides will be promoted. Soil tests will be analyzed for the requirements of fertilizers; (vi) labor shed with sanitation and waste disposal facilities; (vii) preventive measures against any leakage; (viii) use of local labor, dust suppression measures, work scheduling considering local issues; and (ix) proper hydro-geological study and restoration of local species.
