Social impact assessment for Da Ban subproject

This is a Social Assessment for the Vietnam Water Resources Assistance Project, which aims to improve the irrigation system and water management in seven subprojects. The project is designed to increase and improve farmers', including women's participation in irrigation management through strengthening water user groups. The seven subproject areas are: Cau Son-Cam Son, Yen Lap, Ke Go, Quang Hue, Phu Ninh, Da Ban, and Dau Tieng. Extensive consultation has taken place at the national, provincial, district, communal, and hamlet levels. Results of these consultations are elaborately documented in each of the seven social impact assessments. There were repeated consultations particularly with ethnic minorities. Farmers' general comments on social impact have been incorporated. Of particular concern were project impacts, water closing management during implementation, and farmers' views on irrigation management. Specific concerns were expressed about compensation issues; farmer participation/employment in canal construction and canal monitoring, maintenance, and protection after construction; farmers' preference for the state to provide all material and technical assistance while the communities themselves receive, manage, execute, and control canal construction without hiring implementation contractors; local peoples' preference for a payments system for irrigation services that is based on market principles where water fees are set according to the amount received. Other concerns revolved around the role that agricultural cooperatives will play in water management and on project impacts affecting price rises, water availability, transportation and communication barriers, and negative environmnetal effects.
