Uganda - Bwindi Impenetrable National Park and Mgahinga Gorilla National Park Conservation Park Project
Ganslandt, Mattias | Maskus, Keith E.
The outcome of the Bwindi Impenetrable National Park and Mgahinga Gorilla National Park Conservation Project is rated as highly satisfactory, sustainability as highly likely, institutional development impact as high, bank performance as highly satisfactory, and borrower performance as highly satisfactory. The lessons learned from this project include: 1) A well-designed conservation trust fund can provide a stable and permanent source of funds for park management, applied research, and community development projects. 2) The decentralized decision-making process of the Mgahinga Bwindi Impenetrable Forest Conservation Trust (MBIFCT) allowed for genuine stakeholder participation and integrity in governance. 3) The co-financing of the project's administrative allowed the project to build-up its capital by reinvesting its income and not depending upon the initial investment income to finance the start-up of the project. 4) Dividing the community development activities into distinct granting phases allowed for different thematic approaches, adequate preparation, and implementation time, and was consistent with the absorptive capacity of recipient groups. 5) The cooperation of government and nongovernmental organizations, including the private sector, in an innovative partnership arrangement was essential to the political neutrality and longevity of the MBIFCT. 6) The clear direction set up during preparation contributed to the ultimate success of the project.
