Empirical justification for infant industry protection

This paper argues that the emiprical evidence does not disprove the efficacy of high levels of selective infant industry protection. The argument is based on two types of evidence. Recent research on technological change in developing countries provides considerable information about the nature of the costs and benefits of infant industry development, together with a tentative indication of the magnitude of the costs. In turn, recently completed cross-country comparative research provides some tentative lessons about the promotion of infant industries by means of trade policies.
