Nepal - Arun III Hydroelectric Project : Request for Inspection
Rachel Weaving (managing editor)
The Request for Inspection for the Arun III Hydroelectric Project in Nepal details complaints made by the Arun Concerned Group, a group of local residents of the Sankhuwa-Sava District. Because of the size and complexity of project, the project has implications for the entire country, including significant risks relating to crowding out of high-priority investments in other sectors due to cost overruns, unsatisfactory design and implementation of Environmental Management Plan, and failure of the Nepal Electricity Authority (NEA) to meet its share of the investment. The Requesters feel that the Bank has violated it operational policies regarding the project. The Request also points to several other issues, including involuntary resettlement, effects of the project on indigenous peoples, and further deterioration of natural resources. The Requesters believe that Bank is obligated to justify the achievement of its originally stated goals and objectives, to protect, promote and respect the rights and interests of the country and people and to insure the compliance with its own policies and procedures.
