The objective of the Russia - Fire Management in High Conservation Value Forests of the Amur-Sikhote-Alin Ecoregion Project is to strengthen conservation of the high conservation value forests of the Amur-Sikhote-Alin Ecoregion (ASAE) of the Russian Far East through the improved forest fire management, reducing frequency, size and intensity of catastrophic fires in the areas of the global conservation importance. This environmental impact assess (EIA) document evaluated potential impacts which includes : fire management in the region; surface and ground water (streams) quality; vegetation and soil cover destruction by fire in drainage areas; landslides; erosion; flora and fauna conservation; The EIA discusses mitigation measures and makes recommendation, as follows : increase public awareness and participation in fire management; establish a unified fire dispatch service capable to address fire risks in the ecoregion; conduct annual controlled experimental fires; support activities that enforce ecological and fire prevention education; involve pre-school and school children in training and play activities aimed at promoting fire prevention; develop regulations for state forest service inspections on environmental activities; organize fire brigades from specialists on natural reserves and supply them with technical and material resources; enforce strict control of deadwood, forest debris and timber wastes in areas where forest regeneration activities will follow; and finally, conduct at all stage of project implementation regular environmental monitoring of landscapes, vegetation cover, animal population, water quality, hydrological regimes, soil cover conditions, and biodiversity.
