Indonesia - Community-Based Settlement, Rehabilitation, and reconstruction of Nanggroe Aceh Darussalam and Nias Project

The Community-Based Settlement, Reconstruction, and Rehabilitation for Nanggroe Aceh Darussalam and Nias Project will support the Government's efforts in restoring the living conditions of the communities affected by the earthquake and tsunami that struck the project area on December 2004. It will contribute to the Government's grant program for settlement, rehabilitation, and reconstruction, and, provide institutional support to the relevant, lead agency in reconstruction of Nanggroe Aceh Darussalam and Nias. Though its components, the project will: 1) provide shelter, repair, and reconstruction grants to control the construction process, managed through a community-based approach; rebuild homes by affected people themselves, seeking to remain in their own land, receiving the full amount of support they are eligible for. Housing facilitators will be recruited to work, and assist communities in these steps. Additionally, this component includes a window of funds for shelter grants. 2) finance block grants for priority infrastructure for the rehabilitation of small-scale priority infrastructure. This component builds upon, and complements existing infrastructure grant support provided for community level infrastructure rehabilitation. Block grants under this component match with block grants provided through other operations for a full minimum basic infrastructure, and social service needs. 3) finance a series of immediate and medium-term technical assistance (TA) activities for the establishment and implementation of the shelter support grants, and priority infrastructure block grant schemes, and, financial management systems. Moreover, the component will support overall project implementation at the provincial, district, and village levels, while capacity building at the community level will be pursued, to maintain and manage project activities. 4) finance the technical assistance consultants, providing support to the Settlement Reconstruction and Rehabilitation Strategy Program for Aceh and Nias, as well as the cost of the establishment, and execution of public communications, complaint handling, and, an internal and external monitoring and evaluation framework, to maximize effectiveness, accountability, and transparency. The component also will support a Project Management Information System (MIS), and further facilitate good governance procedures.
