The primary question addressed here is "What are the potential gains to trade in the region with programs to raise capacity in trade facilitation?" The paper's second section outlines an operating definition of trade facilitation to frame the analysis. Section three reviews studies to measure the impact of trade facilitation. Section four summarizes the conditions in South Asia across a range of trade facilitation variables. Section five demonstrates the potential gains from capacity building in trade facilitation in South Asia based on econometric analysis.
