Policy framework for compensation, resettlement, and rehabilitation of project affected persons

The overall goal of the Livestock Competitiveness and Food Safety Project (LIFSAP) for Vietnam is to improve the competitiveness of the household livestock producers who are facing increased competition from large scale commercial livestock producers through the provision of improved veterinary services and production advice to household producers in order to improve their production efficiency and competitiveness. Negative impacts include: relocation or loss of shelter, loss of assets or access to assets, loss of income sources or means of livelihood, whether or not the affected persons must move to another location; and the involuntary restriction of access to natural resources resulting in adverse impacts on livelihoods. Mitigation measures include: a) acquisition of land and other assets, and resettlement of people will be minimized as much as possible; b) when avoidance of land acquisition or displacement is not possible, resettlement-related activities will be conceived and executed as development opportunities, to enable Displaced Person (DP) to share in project benefits; and c) when land or other assets are acquired, LIFSAP will provide compensation at replacement cost, and will otherwise provide assistance necessary to give DP sufficient opportunity to improve, or at least restore, incomes and living standards.
