Consultancy services for detailed design of the upgrading to paved (bitumen) standards of Gulu-Atiak-Nimule road

The objective of the Roads Development Program Fourth Phase Project is divided in to two parts. The objective of the each part of the project is: (i) to determine the technical and economic feasibility of strengthening the existing paved road and upgrading the existing murram road to paved standards; and (ii) to undertake detailed engineering design, depending on the results of the feasibility study, and prepare standard bidding documents for bidding. Some of the negative impacts of the project are in the following areas: (i) air, dust, noise pollution and oil pollution will increase as a result of construction activities. The installation of culverts and construction of swamp crossings will result in a temporary increase in sediment loads in wetlands. After construction, aid dust emissions are likely to reduce, noise will still occur, and contamination by oil products will still be there; (ii) water required for construction purposes as well as for the contractor's/workmen's camps may compete with local supplies; (iii) impacts are related to clearing of vegetation and acquisition of land; (iv) rehabilitation of the existing alignment as well as construction of realignment alongside the pipeline will affect Kachung forest reserve. Although affected forest is degraded, it will need to be degazetted, or made available by administrative agreement; (v) there will be sedimentation in swamps due to construction activities. impact from existing and new alignments will be similar. This may continue to occur after construction but to some extent; (vi) there will be a temporary influx of people into the project area due to employment of construction workers; (vii) some crops and trees along the road reserve for the existing road will have to be cleared for construction activities; and (viii) crops along new alignments will also have to be cleared. The mitigation measures for the project are as follows: (i) the impact of dust, air and noise pollution emanating from the asphalt and crushing plant can be reduced by locating the plant downwind of settlements; (ii) clearing of vegetation and trees should be strictly controlled, and should not be done indiscriminately; clearing should be done manually or mechanically; the use of herbicides should be avoided; diligence on the part of the contractors and proper supervision of the workforce are important in this respect; and (iii) diligence on the part of the contractors during construction activities will minimize the amount of debris, and will also ensure that debris is disposed of in a sensible manner, at a specified and approved dump.
