The main objective of the Emergency Horticulture and Livestock Project for Afghanistan is to stimulate, in focus areas, the marketable output of perennial horticulture and livestock enterprises by improving the incentive for private investment in the sector and by strengthening institutional capacity in agriculture. Negative measures include: safety of dams; forests; natural habitats; pest management; waste management; and cultural property. Mitigation measures include: a) reuse of cut material in hill roads; b) safe disposal of wastes; c) protection of boundaries from impacts due to construction; d) conduct of hydrological investigations during project preparation; e) protection of embankment slopes in case of alignment on embankments; f) prevent environmental degradation as a result of either individual subprojects or their cumulative effects; and g) use of pesticide and insecticide that may cause harm to natural resources and human health.
