This paper investigates the conditions for social policy development of sub - autonomous national policies in federal countries. Autonomous sub-national social policies are understand to be those policies that are proposed to solve social problems identical or similar to those addressed by the national social policies but whose policy approaches and instruments are different. This analytical model is tested by investigating income transfer programs to people in lower levels of government in Brazil, Argentina, Mexico and Chile. The main argument is that under certain conditions of political competition, availability of their own tax revenue and state capacity, the sub-national governments have incentives and resources to develop and sustain their own social policies different or complementary to the national policies. Originality, complexity, scope and effectiveness of such sub-national social policies are based on weight specific to each of these conditions in each district
