Cameroon - Environmental and Social Capacity Building for the Energy Sector Project : safeguard policy issues

The development objective of the project would be to: Ensure compliance of the management of environmental and social issues arising from investments in the energy sector, including oil and gas, with international standards and practices. This document is intended, first and foremost, to serve as a framework for decision-making mechanisms within PRECESSE (Project for environmental and social consequences for the energy sector) in order to produce the best results. This document first determines all the difficulties commonly encountered and then palliative mechanisms to overcome them. These mechanisms must be taken into account by both the client and the Bank. It also proposes to examine the possibility of implementing the achievements of PRECESSE in development planning and decision-making before the end of the project. The expected benefits of the project, as such, are to: (i) reduce the negative impacts of projects; (ii) develop a transparent, stable and fair framework for managing environmental and social risks that come with large investments; and (iii) institutionalize information flows between affected populations and political decision-makers. As this is a capacity building project, there is no expected long-term negative impacts. However, when it comes to important decisions which could affect all decisions and the nature of development at the regional level in the coming years as is the case of the energy sector in Cameroon and where political considerations compete with the social sciences and the environment in the process of decision-making, capacity building may be compromised.
