Russian Federation - Ozone Depleting Substance Consumption Phase-out Project

The overall objectives of the Ozone Depleting Substance Consumption Phase-out Project is to assist Russia in the phase-out of ozone depleting substances (ODS) consumption, in a manner consistent with international efforts in the field, while ensuring that this is accomplished with the minimum of economic dislocation. The project's more specific objectives are to: 1) allow Russia to credibly initiate meeting its ODS consumption phase-out obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer (MP) within a realistic time frame; 2) facilitate access to financial resources needed for ODS consumption phase-out from a range of international and domestic sources; 3) provide necessary technical assistance and institutional strengthening; 4) fund enterprise specific investments in critical high consumption sectors; and 5) ensure that ODS phase-out activities accommodate economic and social impacts that may result. The project will consist of the following components: 1) investment for ODS phase-out in the aerosol sector; 2) investment for ODS phase-out in the refrigeration sector; 3) technical assistance and institutional strengthening; and 4) a sub-grant processing component.
