Addendum to the social impact management framework for improvement of provincial roads

The objective of the Provincial Roads Project for Sri Lanka is aimed at improving the connectivity of people and goods in the provinces to markets thus enhancing welfare and economic growth by: a) rehabilitation of provincial road infrastructure in selected prioritized area; and b) supporting development of technical capacity at the provincial level to improve their ability to manage and maintain their assets. Some of the negative impacts and their mitigation measures are as follows: 1) to avoid, minimize and mitigate negative impacts of involuntary resettlement by facilitating reestablishment of the affected people on a productive and self-sustaining basis. The policy should also facilitate the development of the affectees and the project; 2) to ensure that affectees are fully and promptly compensated and successfully resettled. The livelihoods of each and every displaced person should be re-established and their standard of living should be improved; 3) to ensure that no impoverishment of people shall result as a consequence of compulsory land acquisition for development purposes by the state; 4) to assist affectees in dealing with the psychological, cultural, social and other stresses caused by compulsory land acquisition; 5) to make all affectees aware of processes available for the redress of grievances that are easily accessible and immediately responsive; 6) to have in place a consultative, transparent and accountable involuntary resettlement process with a time frame agreed to by the project executing agency and affectees; and 7) displaced persons should be assisted in their efforts to improve their livelihoods and standards of living or at least restore to the extent of pre-displacement levels.
