Kyrgyzstan - Social protection in a reforming economy

In its quest to move to a market from a command economy, Kyrgyzstan faces major social as well as economic issues. This paper provides an historical background on the country, and recent economic and social developments. It discusses the challenge Kyrgyzstan now faces coping with population growth, limited fiscal resources, rising unemployment, and emerging poverty. The paper presents an analysis of a poverty line which could be used to guide social security policy and suggests a strategy for responding to the challenge. The paper reviews the labor market and steps to be taken to alleviate the unemployment problem. It also reviews the various systems and measures of cash benefits and subsidies and examines how the social services could be strengthened with discussion first of education and then of health and population. The potential of non-government organizations are examined, and strategies by which the proposed changes could be introduced are discussed.
