Urban sector services: an assessment of service provision in the context of Zambia ' s urban poverty

The poverty crisis in Zambia is a result of long-standing inappropriate policies compounded by severe external shocks. Zambia's development path neither provided adequate opportunities for the rural poor to increase their incomes, nor generated employment opportunities for the fast-growing urban labor force. The report addresses the impact of: (i) macro programs and policies; (ii) sectoral programs and policies; and (iii) changes in the external environment on poor households and the household response to such external factors. The report revisits many policies and programs analyzed in other documents, but analyzes their impact from the perspective of poor households. Employment and market linkage issues are addressed from a macro, rural, and urban perspective; and human resources issues including nutrition, health, education and family planning are presented.
