Lesotho - Issues and options in the energy sector

Lesotho relies on imports to meet almost all of its energy requirements: petroleum, power, coal, and fuelwood from the Republic of South Africa. While the value of energy imports represents seventy percent of merchandise export earnings, energy imports make up only eight percent of total imports. The energy dependency problem is part of a much broader problem of import dependency which is attributed to Lesotho's geopolitical situation. This report reviews Lesotho's options for reducing energy dependency and makes projections of energy demand through 1990 under one economic growth scenario. While the country's options are limited by a relatively poor energy resource endowment and a difficult geopolitical setting, the report concludes that Lesotho could benefit from external assistance for energy institution building and forestry sector management to achieve self-reliance in fuelwood. Financial resources also are required for extending the power transmission system.
