A framework for information management

This paper proposes a framework for information resources management in the Bank. It explains why information management is critical to the evolving core business of a knowledge-based organization like the Bank. The Bank is a major collector, consumer and producer of information on development and finance, the management of which is important to its effectiveness. The paper then provides an overview of the information environment, information categories, sources, users, and instruments. It sets current information management issues in the historical context of Bank experience and technological change. It identifies the constraints to further progress in managing and utilizing these information resources and suggests an approach to overcome these constraints. Finally, this paper provides more detailed background material to the relevant parts of the other paper on Information Management and Technology Strategy which was approved by the President and endorsed by the Board earlier this fiscal year.
