1999 Annual review of development effectiveness (ARDE) : toward a comprehensive development strategy

This Annual Review of Development Effectiveness focuses considerably, on the cooperative approach of the Comprehensive Development Framework, which captures the consensus of the development community, through a joint assistance effort. The report highlights the structural, and social constraints within this effort, which cannot be overcome through economic stabilization, and policy adjustment alone, but rather through a broad-based approach. Consequently, policy reform and institutional development should not to be "imposed" - rather, ownership would lead to sustainable reforms and investments. These changes, would prod successful development through partnerships among government, local communities, the private sector, and development agencies, to be guided, and judged by results. Challenges at the project level are examined, addressing social, institutional capacity, and structural issues, outlining the rising complexity of existing projects, that may lead to a stagnant implementation performance. Further challenges, at the sector/thematic program level, and country level, are compared, and reviewed, comprehensively vs. selectively, partnerships vs. country capacity and structural issues, by analyzing country case studies. The review presents promising approaches through the learning process, towards linking global, and country strategies.
