Energy efficient technical assistance project : strategic framework for a National Energy Efficiency Improvement Program (NEEIP) - ESMAP activity completion report

This completion report details the last stage of defining/designing a strategic framework for a national energy efficiency improvement program (NEEIP) for Zimbabwe. This program was the outgrowth of the collaboration between the government, the Department of Energy Resources and Development (DOERD) and ESMAP in preparing an energy strategy evaluation report, which among other things, assesses the options, requirements, and potential benefits of stepping up efforts to improve the efficiency of energy end-use in major economic activities in the country. It also includes a brief retrospective of the "quota (rationing scheme) system" as it was applied to Zimbabwe. This report is structured as follows: Section 2 details the strategic framework for the NEEIP; Section 3 retrospectively reviews the power curtailment plan, and Section 4 summarizes the consultants' key findings and recommendations. The authors conclude that with good intermediation in the technology and financing information markets, cogeneration projects--i.e., where energy conversions are processed from a single fuel source in which heat is generated for a dual purpose, usually to produce both electricity and a flow of otherwise useful heat (steam or hot water)--are feasible with present tariff levels imposed on ZESA (the country's electricity supply authority).
