Mexico - Natural Disaster Management Project : environmental management plan

The National Disaster Management Project will provide resources for post-diaster emergency recovery and reconstruction financed by the Fund for Natural Disasters (FONDEN) through the mixed state trusts (FMEs). No eligible subprojects are expected to have significant adverse environmental impacts. This environmental management plan (EMP) includes the following: 1) It describes Mexico's environmental regulations and institutional arrangements for environment assessment (EA), especially as they apply to emergency recovery and reconstruction subprojects not normally subject to prior review by the Bank. 2) It assesses institutional capacity to carry out EA and provides a negative list of subprojects that the project will not finance and a positive list of subprojects that it can. 3) It outlines proposed EA arrangements for each type of subprojects financed by the project, describing how cultural property will be treated and how public consultation will occur. 4) It sets out the procedures for reporting and Bank supervision and monitoring, and outlines contemplated capacity development activities.
