To see the forest for the trees : a guide to non-timber forest benefits

The difference in deforestation rates raises the question of why intact forests are perceived as more valuable in developed countries than in developing countries. Much of the explanation for the difference lies in the role of "non-timber forest benefits (NTFB)" in estimating total forest benefits. This paper explores differences in the economic value of forests in developed and developing countries, focusing on the identification and estimation of NTFBs. The paper aims to develop a framework for including NTFBs in project analysis; and identifies a range and determines the magnitude of non-timber forest values. there are five sections. The first develops a preliminary framework for including NTFBs in benefit-cost analysis and identifies the characteristics of NTFBs that make them difficult to value. The second outlines approaches to valuing NTFBs. The third reviews the literature on NTFB valuation; the fourth describes modeling expected benefits and presents preliminary findings; while the fifth compares NTFB values in developed and developing countries and draws policy conclusions.
