Regulation, deregulation, or reregulation - what is needed in the LDCs power sector?

The paper discusses various arguments and concepts which have gained prominence in the ongoing debate over policy reforms directed at activities/sectors that were traditionally deemed a domain of natural monopolies. It focuses on the questions of whether and to what extent the diagnosis and policy conclusions underlying these proposals are applicable to the power sector in LDCs whose performance by and large leaves much to be desired. The paper argues that while institutional reforms are urgently needed, hasty and ill-conceived changes in the sector's regulatory environment, driven by privatization and deregulation strategies, may have as dismal an impact as heavy-handed, politically motivated interventions or public sector constraints. The emphasis should be on reregulatory measures that provide the sector with incentives and scope for more efficient performance and at the same time maintain/facilitate an efficient industry structure.
