Brazil - Second National Environmental Project

The Second Environmental Project is the first phase of the Second National Environmental Program which seeks to improve environmental quality in priority areas by increasing the effectiveness of environmental institutions at local, state, and national levels in Brazil. The project will focus on institutional strengthening, i.e., monitoring, licensing, and coastal zone management (CZM) and the identification and prioritization of environmental problems. It will strengthen decentralized environmental management at a State and municipal level through two components: 1) institutional strengthening and 2) environmental assets. The institutional strengthening component will support innovative activities to strengthen and improve licensing procedures at a state level; improve State-level water quality monitoring systems by financing the upgrading of existing monitoring systems or installing new monitoring systems in water basins where there are actual or potential conflicts in water use; and support CZM of up to 15 coastal states. 2) The environmental assets component will provide technical assistance to States to support a participatory process of priority-setting and the adoption of improved policies and other measures to achieve the priorities identified.
