Mauritius - The sugar sector : problems and prospects

Although the sugar sector is the single most important sector in the Mauritian economy today, it has undergone a reversal of its previous favorable performance. The aim of this study is therefore to examine the role played by various factors in shaping the performance of the sugar sector and to evaluate the relative importance of the constraints facing the industry today, in order to see how productivity could be raised in the future. The study begins with a description of the present status of the sugar industry of Mauritius and shows how, after a period of rapid development up to the middle 1970s, the industry has since stagnated. This account of the industry's performance is followed by a disaggregated description of the different categories of producers -- the sugar estates or miller planters and the small planters -- and an evaluation of their relative performance and contributions to the industry. The balance of the report studies the causes for the recent change in the industry's performance, examines its present status and makes suggestions for the improvement of future performance.
