This report proposes a strategy, policies, and potential investments that would accelerate rural development and increase agricultural production in Zambia over the next two decades. Two major problems persist: the widening gap between market demand for agricultural produce and domestic supply, and the income imbalance and uneven allocation of resources in rural and urban areas. Policy recommendations focus on the agricultural and rural sector. They include: (i) development of sugar, maize, cotton, and tea; (ii) irrigation development; (iii) rural industry development; (iv) tsetse fly control; (v) fish marketing infrastructure; and (vi) studies and planning activities for further policy formulation on project identification. Resources in Zambia are adequate to carry out the recommended strategy.
