The Grand Trunk Road Project involves the construction, and expansion of roads and highways, traversing both agricultural, and urban areas. The existing right-of-way (ROW) in urban areas is limited, not adequate to accommodate road widening, thus realignment will require additional width of the ROW; while, along the agricultural belts, most of the roadside land is privately owned; consequently, land acquisition will take place, displacing a number of squatters within the public ROW, and affect as well, families in agricultural areas. This resettlement action plan (RAP) aims to minimize reallocation, and improve living standards, or at least maintain the livelihoods of affected people. To minimize losses, concentric road widening, and raised carriageways shall be adopted along built-up stretches of the corridor, or as possible, only one-side expansion shall be performed, and, bypasses are proposed around major urban centers. Based on socioeconomic, and census data, and consultations with stakeholders, resettlement measures shall include: loss of land, buildings, or other assets, including crop losses, compensated at replacement costs, or through cash compensation for land valued at prevailing market prices; and, new job opportunities, and training will be provided as needed. Although land compensation will not be provided to encroachers, and squatters, compensation for structures, and lost assets shall be paid at replacement costs to those who belong to vulnerable groups. The Grievance Redressal Committee shall assist with resettlement claims.
