Flooded section of Dong Ha - Quang Ngai : national highway no.1

The Mekong Transport and Flood Protection Project involves rehabilitation of the road sections including widening and raising of road embankment, pavement, culverts, and bridges; construction of bypasses, etc. The project will require the acquisition of land located in the project corridor for road construction and relocation sites. A detailed measurement survey (DMS) and census and a socio-economic survey were conducted on the project affected persons (PAPs). In the Can Tho - Nam Can Section, there are 10,970 project affected households (PAHs), 4 percent will suffer from a loss of agricultural land and 81 percent from loss of residential land. 7,844 PAPs will be affected by loss of structures and 4,469 PAPs will be relocated. In the flooded section of Dong Ha - Quang Ngai, 3,582 PAPs are affected, mostly by loss of agricultural land. The resettlement action plan (RAP) aims to minimize adverse impacts of the project; improve, or at least restore, incomes, living standards, and productive capacity of PAPs; provide compensation at replacement costs; and implement the plan with full participation of and consultation with PAHs. Some of the PAPs who were affected by loss of structures were in fact illegal owners of the structures. The RAP provides detailed specification of the eligibility of compensation.
