Sierra Leone - Country assistance strategy : progress report (interim support strategy)

At the Region's informal briefing of the Board of Directors, the broad consensus was that urgent donor support was needed to enable Sierra Leone to capitalize on the window of opportunity opened by the Lome Peace agreement, which ended the eight year-long civil war. The Board endorsed the Region's proposal comprising a dual-track strategy, the first track comprising an interim support strategy to provide quick financial, technical, and humanitarian assistance in support, first, of disarmament and demobilization for improved security, and subsequently of reintegration and early reconstruction activities to complement humanitarian relief to help refugees, internally displaced people and ex-combatants (particularly focusing on child soldiers) return to their communities and resume normal economic and social life. The second track consists of a Country Assistance Strategy (CAS) when the security and institutional situations have stabilized enough to allow medium to long-term reconstruction and development assistance. The interim support strategy also provides a quick-disbursing Economic Rehabilitation and Recovery Credit for critical budgetary and balance of payments support. Since the Board briefing the interim support strategy has been adjusted to reflect the findings and recommendations of the multi-donor assessment mission that visited the country, and commitments made during a subsequent donor meeting, including funding to strengthen economic management capacity.
