This report has been prepared by the members of the Inspection Panel in accordance with the Resolutions establishing the Panel-Resolutions of the International Bank for Reconstruction and Development and Resolutions of International Development Association. (The text of the Resolutions is available in Annex 1.) The report describes the Panel's structure, its operations during 1996-1997, and lessons that may be drawn from its three years of experience. At the end of two years of the Panel's existence, as mandated by the Resolutions, the Board of Executive Directors reviewed the experience of the inspection function. That review was completed with the adoption of "clarifications of certain aspects of the Resolution" (Annex 1). Over the three years, the Panel has processed ten formal requests, four of five were fully disposed of in the period covered by the 1996 Panel Report. This year's report covers the background and outcome of Request No. 4, which the Panel continued to review, and the summaries of the five requests the Panel dealt with in the past year. Procedures for filing requests for inspection and the Panel's method of functioning are laid out in Operating Procedures (Annex 2). The budget and other Inspection Panel documents are also included in the annexes.
