Plusquellec, Herve L. | Wickham, Thomas
The Andhra Pradesh Economic Restructuring Project seeks to provide resources to meet priority needs in human development (primary health, nutrition, and primary education) and in the maintenance of economic assets affecting the rural poor (irrigation, rural roads, and core access roads). There are six project components. First, the district primary education component will finance construction of new schools, recruitment of additional teachers, and establishment of school improvement funds for 14 educationally disadvantaged districts in The Andhra Pradesh. Second, the primary health component will improve the quality of primary health care services, support capacity building, and enhance community participation. Third, the nutrition component will improve nutrition and health of poor pre-school-aged children and women by providing training and increasing the quality of the Integrated Child Development Service program. Fourth, the rural road upgrading and maintenance component will provide basic all-weather road access to villages. Fifth, the irrigation rehabilitation and maintenance component will improve the State's irrigation through farmers' participation in irrigation management and improved cost recovery. Sixth, the public enterprise reform component will assist the Government in meeting the cost of severance pay as part of the on-going reform of public enterprises.
