Evaluation of sites and services projects : the experience from Lusaka, Zambia

This report presents the findings of a five-year evaluation of the First Lusaka Upgrading and Sites and Services Project. The evaluation formed part of a four-country cooperative research project supported jointly by the World Bank and the International Development Centre of Canada. The evaluation, which was conducted by a specially created Evaluation Team within the Project Implementing Agency, included both short-term operationally oriented studies and more comprehensive socioeconomic impact studies. The report contains four main parts and an executive summary. Part I discusses the project and the political and economic context within which it evolved. The remaining parts present the main evaluation findings with respect to design and organization, efficiency of project implementation and project impact.
