The studies that the loan will finance consist of two parts: (a) detailed engineering of roads, bridges and culverts, including economic analysis and preparation of tender documents and cost estimates, and (b) preparation of a highway maintenance and betterment program, including the improvement of the highway maintenance organization. The first part of the study would cover (a) five primary road sections, (b) two secondary road sections, and (c) 16 bridges and 41 culverts. The road sections require substantial improvements in design and alignment and the pavement is to be rehabilitated and upgraded. The bridges and culverts are intended to replace structures which have already collapsed or have insufficient capacity. The second part of the study will define current highway maintenance requirements, assign priorities to road sections in need of upgrading, and identify ways to strengthen the maintenance organization, including improving personnel training and cost accounting.
