Quantification of road user savings

Road user savings resulting from improvements in road quality are discussed, and a standard calculation of road user savings is presented. This standard is based on the vehicle-operating costs of seven specific vehicle types, for each of which an attempt is made to ascertain the impact of different roadway surfaces on operating costs. In addition, indicative prices are suggested for the various cost items relevant to the valuation of cost savings in a particular country. The resultant summary of operating costs and calculation of road user savings indicates that vehicle-operating costs per kilometer increase with the size of the vehicle. Unit road user savings data are the first step to a comparison of construction and maintenance costs of a road project with the benefits of road user savings. Such a comparison indicates that if the average daily traffic amounts to 50 five-ton trucks and 50 medium-sized passenger cars, upgrading an earth road to a gravel road over a distance of 100 kilometers yields approximately $105,000 annually in road user savings.
