The overall outcome of the Population, Health and Nutrition Project is rated as unsatisfactory, sustainability as unlikely, institutional development impact as negligible, bank performance as unsatisfactory, and borrower performance as satisfactory. From a project implementation viewpoint, the project succeeded in implementing almost all the programmed activities, notably the completion of an ambitious civil works program and expansion in the supply of community health workers. However, inappropriate project design and lack of supportive policy environment led to a situation where satisfactory implementation of activities did not lead to desired outcomes. Thus, access to quality and effective health care remains generally difficult due to continuing shortage in key inputs such as drugs, other medical supplies, and trained health professionals. As a result, the project's long-term development objectives remained largely unmet by project's end. The Bank appraisal team apparently did not recognize the inappropriateness of a multi-focal, multi-component, multi-implementor project design for a country with limited management capacity. The flawed project design haunted the project throughout its life. Very few staff in the implementing agencies were trained to have a noticeable effect on the capacity of these agencies over the long term.
