Employment creation and small scale enterprise development

This paper presents an overview of the employment and development of small enterprises. Small-scale enterprises (SSEs) include small but relatively modern manufacturing industry; organized nonmanufacturing activity such as construction, transportation and trading; and, traditional or "informal" activity. Chapter 1 discusses the efficient use of resources to create employment in the manufacturing sector and nonmanufacturing sectors. Chapter 2 discusses small enterprise development--the advantages and problems: efficiency in using capital and labor; the problems of SSE development; and intersectoral linkages. Chapter 3 discusses institutional support: governmental policies and preferences; institutional lending policies; potential institutional channels; other intermediaries; informal sector channels; encouragement of savings; and entrepreneurial capabilities. Chapter 4 considers the coordination of financial and technical assistance including the needs of modern enterprises; the needs of artisans and informal enterprises; and the alternative to the middleman. The last chapter is devoted to the action by the Bank and its lending policies.
