Poverty is a broad, deep-rooted challenge to Ethiopia-the major challenge the nation faces. More than half the population is living under the poverty line. Eradicating poverty is therefore the primary agenda of the development process. The government of Ethiopia has shown its commitment to change the poverty situation in the country by adopting specific policy actions and reform measures. The agricultural development-led industrialization framework, for example, was formulated as a long-term strategy for guiding the country's development endeavours. One of the institutions set up to implement the Government's poverty reduction programmes is the Ethiopian Social Rehabilitation and Development Fund (ESRDF). Proclamation number 19/1996, which established ESRDF, was enacted on 13 February 1996. The first phase of the Fund was designed as a five-year programme that began in July 1996. ESRDF operates throughout the country-in all the nine regional states and two city administration councils. The chapter describes the functions and achievements of the Fund, as well as strategies for the way forward.
