English. The aim of this research is to discover factors contributing to the economic growth of agricultural production in the European part of Russia. The set of the analyzed factors displays a situation which has been developed in agriculture of the country over the past 20 years. Undoubtedly, the measures implemented by the central government play a crucial role; and also methods of influence of the governments of the subjects and the local authorities take an important place. Financial possibilities of Russia to have a significant influence on development of agriculture are limited under the conditions of democracy and market relations in the country, the private capital is of great importance, it is managed and regulated by the laws of the market and competition. Conclusions: 1. The material basis for development of agriculture of the subjects in the European part of Russia in 1990s-2010s decreased significantly, and was 56.3% from the level in 1990. 2. The level of the most active material resources - availability of agricultural equipment, supply of fertilizers and fuel, fodder - decreased to 33% that limited the use of land and human resources. 3. The reduction rate of the material resources in some groups of the subjects was different. The pattern is not surprising. From the south to the north the rate of destruction of material resources was increasing. Thus, in the subjects of the groups I and III active material resources in 2010 in comparison with 1990 were 45% and 27% in other groups. 4. It is noted that in the early years of the agrarian reform, the material factors of the animal husbandry were less destroyed, but later they were declining rapidly.5. In general, there is an inseparable link and complete synchronicity between the temporal dynamics of material factors and the gross output.

Комплекс анализируемых факторов наиболее реально отображает положение, которое сложилось в сельском хозяйстве страны за последние 20 лет. Решающую роль имеют меры, осуществляемые центральным правительством, одновременно важное место заслуживают меры воздействия, выходящие от правительств субъектов Федерации и местных властей. В условиях демократического строя и рыночных отношений, когда финансовые возможности государства оказывать значительное влияние на развитие сельского хозяйства ограничены, верх взял частный капитал, управляемый и регулируемый законами рынка и конкурентной борьбы. Материальные основы развития сельского хозяйства субъектов европейской части РФ за 1990–2010 гг. значительно сократились и составили 56,3% от уровня 1990 г. Уровень наиболее активных материальных ресурсов – наличие сельскохозяйственной техники, поставка минеральных удобрений и горючего, заготовка кормов уменьшилась до 33%, что ограничило использование земельных и людских ресурсов. Темпы снижения материальных ресурсов в отдельных группах субъектов был различным. Закономерность удивление не вызывает. По ходу с юга на север темпы разрушения материальной базы возрастают. Так, в субъектах I и III группы активные материальные ресурсы в 2010 г. по сравнению с 1990 г. составили 45%, а в остальных группах 27%. Отмечается, что в первые годы аграрной реформы менее разрушались материальные факторы отрасли животноводства, но в последующем периоде они сокращались ускоренными темпами. В целом, между временной динамикой материальных факторов и валовой продукцией существует неразрывная связь и полная синхронность.
