Determinants of design approach at development of the best available technologies | Детерминанты проектного подхода при освоении наилучших доступных технологий

English. Methodical solutions of step-by-step assimilation of the best available technologies (BAT) in agricultural production are proposed. These BATs define the use of innovative tools of project purposive management. Under the implementation of project approach the introduction of BATs are based on determinants – factors acting within the specified limits of target values. They act as indicators characterizing BATs according to production and economical parameters. The deviation of actually achieved values from indicative values is imitated to estimate the structural and technological shifts and adaptation of economic entities with reference to their specialization. The threshold values of BAT indicators are specified values providing a high efficiency of commercial production management by introducing technologies of different intensity type. It has been concluded that the use of the proposed model tool will allow more reasonably come to developing project solutions for assimilating high technologies based on building a step-by-step adaptation scheme for agricultural organizations. At the same time, it is necessary to observe the conditions of rational use of material and technical resources when introducing digital tools into the production processes.

Russian. Предложены методические решения поэтапного освоения в с.-х. производстве наилучших доступных технологий (НДТ) в с.-х. производстве. Данные НДТ определяют использование инновационных инструментов проектно-целевого управления. В условиях реализации проектного подхода внедрение НДТ базируется на детерминантах - факторах, действующих в заданных границах целевых показателей. Они выступают индикаторами, характеризующими НДТ по производственно-экономическим параметрам. Отклонение фактически достигнутых показателей от индикативных значений моделируется для оценки структурно-технологических сдвигов и адаптации хозяйствующих субъектов с учетом их специализации. Пороговые значения индикативов НДТ – заданные величины, обеспечивающие высокую результативность ведения товарного производства при внедрении технологий разного типа интенсивности. Сделан вывод, что применение предлагаемого модельного инструмента позволит более обосновано подойти к разработке проектных решений по освоению высоких технологий на основе построения поэтапной схемы адаптации с.-х. организаций. При этом необходимо соблюдать условия рационального использования материально-технических ресурсов при внедрении инструментов цифровых технологий в процессы с.-х. производства.
