Reproduction of the machine and tractor fleet of the agricultural sector in the conditions of ESG transformations | Воспроизводство машинно-тракторного парка аграрного сектора в условиях ESG-трансформаций

English. The reproduction processes of the machine and tractor fleet (MTF) of domestic agricultural producers were evaluated, organizational and economic approaches to the reproduction of MTF of all categories of agricultural producers in the conditions of sanctions and the implementation of ESG principles (responsible attitude to the environment, high social responsibility, high quality corporate governance). The role of leasing in the technical support of producers of small and medium-sized enterprises is determined. Prospects and real possibilities of compliance with ESG principles in the restoration of the technical potential of agricultural producers with the use of preferential leasing instruments are determined. As an effective measure to reduce the negative impact on the environment and improve the quality of life of the population, the possibility of a partial transition of agricultural machinery to gas-powered fuel is being considered. The implementation of the proposed transition is focused on solving environmental problems, but it involves a number of difficulties in its practical implementation, the basis of which is the need to create an appropriate infrastructure for the delivery, storage of gas and refueling of agricultural machinery in the field. The existing gasification experience for agricultural machinery is considered. A limiting factor in the mass transition of agricultural machinery and equipment to gas-powered fuel is the lack of necessary production infrastructure in rural areas. The agricultural sector is significantly lagging behind in the implementation of "green" technologies.

Проведена оценка воспроизводственных процессов машинно-тракторного парка (МТП) отечественных сельхозтоваропроизводителей, рассмотрены организационно-экономические подходы к воспроизводству МТП всех категорий сельхозтоваропроизводителей в условиях введенных санкций и реализации ESG-принципов (ответственного отношения к окружающей среде, высокой социальной ответственности, высокого качества корпоративного управления). Определена роль лизинга в техническом обеспечении товаропроизводителей малых и средних форм хозяйствования. Определены перспективы и реальные возможности соблюдения ESG-принципов при восстановлении технического потенциала сельхозтоваропроизводителей с применением инструментов льготного лизинга. В качестве эффективной меры снижения негативного воздействия на окружающую природную среду и повышения качества жизни населения рассматривается возможность частичного перехода с.-х. техники на газомоторное топливо. Реализация предложенного перехода ориентирована на решение экологических проблем, но сопряжена с рядом сложностей ее практической реализации, основой которых является необходимость создания соответствующей инфраструктуры по доставке, хранению газа и дозаправки с.-х. техники в полевых условиях. Рассмотрен существующий опыт по газификации с.-х. техники. Сдерживающим фактором массового перехода с.-х. техники и оборудования на газомоторное топливо является отсутствие в сельской местности необходимой производственной инфраструктуры. Аграрный сектор существенно отстает в реализации "зеленых" технологий.
