Russian. s efficient practical application appears a serious problem in the conditions of the Republic of Belarus. The article analyzes the methodology of formation of state-private partnership in agroindustrial complex of the Republic of Belarus and evaluates all advantages and shortcomings of this type of economic interrelation. The development of state-private partnership in the field of agro-industrial manufacture is restricted due to the absence of special legislation, high degree of the management of the economy, insufficiently developed private business in the agroindustrial complex, absence of the modern capital market. The conditions of a successful development of partnership structures in the agro-industrial complex are proposed, the model and organizational and economic mechanism of functioning of a state and private partnership structure are developed. The created methodology enables to fit together economic interests of the participants of a partnership structure (from different brunches), allows all the participants of a cluster to use innovations up to the maximum, to increase the competitiveness of a cluster on a definite territory.

Развитие государственно-частного партнерства в сфере агропромышленного производства сдерживается отсутствием специального законодательства, высокой степенью регулирования экономики, недостаточно развитым частным сектором ведения бизнеса в АПК, отсутствием современных рынков капитала и финансов. Предложены условия успешного развития партнерских структур в АПК, разработана модель и организационно-экономический механизм функционирования государственно-частной партнерской структуры. Разработанная методология позволяет увязать экономические интересы участников партнерской структуры (относящихся к различным отраслям), максимально использовать инновации всеми участниками кластера, повысить его конкурентную привлекательность в рамках конкретных территорий.
