Consequences of Make Manpower Adjustment in the Ministry of Jihad-e- Agriculture, and Educational Approaches Raising itُs Efficiency.

Decreasing the executive tasks and increasing the directional, supervision and dispensational tasks of governmental administrations, combining these units which have common targets and duties was strategies in Iranُs third and forth development plans. Also, these strategies was used in Iranُs forth plan of development. The approach of "Human planning based on manpower adjustment" is a way for receiving to aforesaid strategy. The staff redemption used for raising the quality of human resources in 1377by former ministry of Jihad-e-sazandegi. With regard to more manpower that has lower level of education for performing new tasks in new condition, this approach has been using by ministry of Jihad-e- Agriculture. With regard to case histories about applying method of "staff redemption" by former ministry of Jihad-e-sazandegi, recognizing the consequences of using "staff redemption" method for improving process of manpower adjustment is necessary. This research did for cognizing the social, economical and cultural consequences. In as much as donُ t exist any information for using by planners of Ministry of Jihad-e-Agriculture. The statistical society include: administration head managers and assistants of financial – office in subordinateُ s organizations at Ministry of Jihad-e-Agricultural. The census sampling used, because of statistical society were available. This study is executed in regard with goals and limited of research. Because of this, by the use of survey method, a questionnaire and the ideas of above-mentioned managers were taken. The research findings showed that the method of staff redemption was increased the hard work of these persons. On the other hand, although has been increasing the economical independent of personnel red empted, but because of lack mechanism for appreciate employment in private section (even in agriculture section) has not prepared and has not design. Thus, this approach could not be improving the economical situation of them and their family. For this foundation, researchers have recommended that doing approach "retire early date"instead on staff redemption, has advised enforcement and competent the rules the "retire early date". Because, providing economical security for personnel by project was seen. Another part of the research findings showed that most important way for optimizing "staff redemption"are applied-scientific training and practical educating in order to empowering personnel red empted for accepting and working in nongovernmental section and providing facilities for finding job in private section.
