This article deals with problems which Lithuania's public institutions have in terms of organising their work processes. The problems are revealed through the future digital signatures, the safety of E-documents, and the consumption of paper. The author focuses on how these issues can be handled through the proper use of document and process management systems. Parallels with utilities and the banking sector are identified.
