Education research and policy in Latvia: a critical evaluation | Izglītības pētījumi un politika Latvijā: kritisks izvērtējums

English. Education and issues related to education have been widely researched in Latvia. The conducted research covers a huge body of topics and theoretical perspectives. Such variety presents some difficulties to unify the research results in order to draw conclusions because in most cases a clear description of the theoretical positions of the researchers or an explanation of the terms used in the work is sorely missing. Significant differences can be observed between research and policy documents as well. Although here one can notice problems with terminology, the numerous definitions of education and education processes are the worst problem. The differences between research and policy documents make it impossible to establish a link between them. On the other hand, such differences illuminate the fact that the dialogue between researchers and policy planners must be improved. In this article I try to show the reasons why it is impossible to combine the results of research on education in Latvia to draw relevant conclusions or to use the obtained knowledge in education policy-making. I have put forward two tasks for my work: the first task is to give a description of the field of education research in Latvia by examining the main research topics. The second task is to reveal the relations emerging between: a) different studies; b) studies and education policy.

Latvian. Izglītība un ar to saistītie jautājumi Latvijā ir pētīti salīdzinoši plaši. Starp šiem pētījumiem ir liela tēmu un pētnieku perspektīvu dažādība, kas rada grūtības pētījumu rezultātus apvienot kopējos secinājumos. Vairumā gadījumu autori neapraksta pētījuma teorētisko pozīciju un neskaidro tajā izmantotos terminus. Nozīmīgas atšķirības ir vērojamas arī starp pētnieku izmantoto terminoloģiju un tās interpretāciju un izglītības politikā izmantoto terminoloģiju. Politikā bieži ir sastopama arī atšķirīga interpretācija par izglītību un izglītības procesiem kopumā, kas padara to grūti saistāmu ar Latvijā veiktajiem izglītības pētījumiem. No otras puses, tas norāda, ka būtu nepieciešams ciešāks dialogs starp politikas veidotājiem un pētniekiem. Šajā rakstā es demonstrēju iemeslus, kas rada grūtības šajos pētījumos iegūtās zināšanas apvienot kopējos secinājumos par izglītības sistēmu vai izmantot iegūtās zināšanas izglītības politikas izstrādē. Darbam esmu izvirzījis divus mērķus. Pirmais mērķis ir aprakstīt izglītības pētījumu lauku Latvijā, sniedzot ieskatu pētījumu atšķirībās un pētījumos aplūkotajās tēmās. Otrs mērķis ir iezīmēt attiecības, kādas veidojas starp: a) pētījumiem; b) pētījumiem un izglītības politiku.
