The success and sustainability of a project depend to a marked extent on participation from the very planning stage onwards by the population groups affected. This has by now become a well-known fact. However, there is still considerable uncertainty as to the best method of determining the actual requirements and development ideas of the target groups. Using a Zaire project as an example, the author shows how, over and beyond the formulation of a "shopping list" for the project, the actual "endogenous" development ideas of the village population can be uncovered through targeted opinion survey techniques. The above example leads to the conclusion that it is of considerable importance for target group-oriented project planning to determine the development goals and development ideas of the affected population.
