English. Rice (Oryza sativa L.) is a staple food crop in Indonesia. In 1978 the rice production was about 17.5 million tons, it increased up to 21.6 million tons in 1981, and 23.5 million tons in 1983. Basically, the farmer was interested in increasing of production and farm income. Therefore, innovation of agrotechnology must be followed by the improvement of policy in determination of rice floor price in order to increase farm income. The research aimed at knowing cost production of rice and to establish the floor price of rice. Result showed that rice production cost is Rp. 137.814,96 and the mean yield is 7.340 kg/ha dry unhusked rice. Basic production costs is Rp. 187.99/kilogram of dry rice. However the floor price established by the INPRES is Rp. 310.

Produksi beras tahun 1978 masih 17.5 juta ton meningkat menjadi 21.6 juta ton pada tahun 1981 dan tahun 1983 meningkat lagi sebesar 23.5 juta ton. Pada dasarnya petani tidak hanya tertarik pada peningkatan produksi saja, tetapi lebih penting lagi peningkatan pendapatan usahataninya. Sehubungan dengan masalah ini kebijakan harga dasar gabah sangat penting. Tujuan penelitian adalah untuk mengetahui berapa biaya produksi usahatani gabah, menentukan harga dasar padi. Hasilnya bahwa rata-rata biaya usahatani per hektar tanaman padi adalah Rp137814,96 dan produksi rata-rata adalah 7340 Kg gabah kering giling. Harga dasar atas dasar biaya-biaya produksi sebesar Rp187,99 gabah kering giling. Sedangkan harga dasar yang ditetapkan INPRES sebesar Rp310.
