The ever increasing food requirements of third-world countries can only be met by imported foods or by increasing the yields of the land cultivated. Anyone wishing to increase the natural yield of the land used is confronted by the technical problem of how to increase soil fertility. The climate, soil fertility, intensity and the soil use techniques determine the soil fertility and natural yield of the land. In practice, however, the issue of soil fertility cannot be reduced to a short-term, technical partial problem. In the long-term, it is invariably a development issue of an agricultural production system in line with the dynamics of its socioeconomic location. The problem of soil fertility is a problem of investment. The high real interest rates in rural areas which can be observed in the least developed countries as a result of misguided agricultural price and income policies in conjunction with underdeveloped money and credit markets are an obstacle to investment in soil fertility.
